The Sejm approved the amendment to the law on electronic deliveries and thus postponed the implementation deadline for solutions enabling the use of registered electronic delivery service. The change also concerns the introduction of a public hybrid service.

The new regulations state that the launch of boxes for the public registered delivery service or public hybrid service has been delayed until at least March 30, 2024, but no later than January 1, 2025. 

The postponement of the e-delivery implementation has been criticized by some MPs, but despite this, the law was supported by 182 people, twelve were against, and five abstained. The initiator of the project is Polska 2050 Trzecia Droga.

Electronic delivery service

The e-delivery law introduces the possibility of sending and receiving correspondence electronically, which eliminates the need to visit a post office. E-delivery now has the same legal validity as traditional registered letters with confirmation of receipt or personal delivery.

Gradual implementation of e-deliveries

The amendment project aims to create appropriate technical and organizational conditions for the implementation of e-deliveries, but the whole procedure will require gradual preparation of public entities, professions of public trust, and entrepreneurs. It is already known that e-deliveries will be implemented in stages, and in the case of courts, prosecutor's office, law enforcement agencies and prison service, this is to take place from October 1, 2029.

According to the new regulations, citizens will receive one central place for communication with the administration - the e-delivery box. Correspondence will be sent and received electronically by public entities. In order to implement electronic delivery, a new public register, called the electronic address database, will be created. Placing an address in this database will oblige public entities to use this address for sending letters.

The operator providing electronic delivery services on the Polish market until the end of 2025 will be Poczta Polska.

The introduction of e-deliveries still raises numerous controversies and doubts. Some lawyers have already registered boxes, fearing potential bottlenecks. There are also doubts about the interpretation of the legal act, especially in the context of the process of receiving electronic correspondence.
