The Ministry of Digitization and the Polish Digital Projects Center have started the construction project of the National Data Processing Center. The first stage of financing this investment has been valued at 830 million zlotys.

National Data Processing Center – digital security of Poland

The initiative to create the National Data Processing Center was an idea of the previous government. Plans to build modern centers ensuring continuity and security of public administration resources were first announced in August 2022, when the project appeared on the list of planned legislative and program actions of the Council of Ministers. Now the Ministry of Digitization has announced the start of the first design work.

Public administration must ensure access to its services, guaranteeing maximum security and data integrity. We must be sure that we have continuity of public services, also in the event of interruptions in electricity supplies or attempts to disrupt telecommunications infrastructure – commented Deputy Prime Minister and Minister of Digitization Krzysztof Gawkowski. 

National Data Processing Center – investment details

The National Data Processing Center project will be financed from the National Recovery Plan within the "Cybersecurity – CyberPL" section and will be implemented in cooperation with the Scientific and Academic Computer Network (NASK) and the Central IT Center. The project envisages the creation of server rooms by the government and is planned for implementation in 2024-2026. 

The main goal of the project is to increase the security of critical state data infrastructure, including registers and government cloud, by ensuring the continuity of administration systems. The project also includes the construction of three modern, energy-efficient data centers.

Necessary design documentation will also be prepared, and the entire project will cover not only the construction of data centers, but also the development of a complex technical infrastructure, including fiber optic networks and installations using renewable energy sources.

As part of the first stage of the project, an agreement on co-financing was signed, which assumes the selection of a design office, contract engineer and general contractor, as well as the development of design documentation for the planned data centers.

The services of the new centers will be used by various units of government and local government administration, which is expected to increase the efficiency and security of data processing at the state level. This initiative is a continuation of the government's announcement from 2022, which estimated cost was close to a billion zlotys. Despite some controversy regarding special regulations for the NDPC, in July 2023 a law was passed aimed at streamlining procurement and administrative procedures related to the implementation of the data center project.

The National Data Processing Center is to become the foundation for the future development of Polish digital administration, enabling efficient collection, storage and sharing of data, which will ensure better protection and availability of information for the needs of the state and citizens.
